Given the controversy, I'll definatly keep that in mind, should the situation arise again.
I can't do it retro-actively though (the ISK is already bespoken to a loantaker)
But I'll stress once more, that it going for that long (9 months in your example) would be unusual for a BMBE loan.

I don't think there is any controversy over the length of the bond. The previous two issuances by the BMBE were open-ended.
How long they last is surely of little consequence, you could either sell them on if you needed the ISK, or invest in something else if they closed sooner than you'd have liked.

15B left at 2.75% (Outbidding Selenes remaining 15B@3%) - After that it's 2.5% bidding.
Will be interesting to see what Selene does. The smart move would be making a bid for [email protected]%, if she really want's the whole pie, as that would bump off Mr Ratty and TornSoul. Considering her initial landgrab bid, I'd be surprised if she didn't make some kind of move.

Yes.
Selene bumped all of us - Hence I've replaced my bid for 2.75% instead. And thus taking a piece out of Selenes action - as has Mr Rattus.
And you can do the same, if you're willing to go to 2.75%.

The reason for this construct is simply that from an admin point of view, it's preferbly to have (as a best case) just one large block owning all the bonds, instead of 25 2B blocks - As this makes for less work paying out the bond interest.
Same reason applies to the choice of a mininum block of 2B (as opposed to 100M or similar)

Feel free to underbid that last 15b @ 2.75% folks. I'm not overly interested in dropping that large volume down to 2.5% or lower, and I'd rather utilize it all at once or not at all in this case. So don't worry about me raining on anyone's parade =P

According to the rules of the bond offering, the bonds will be bought back in the order listed above, starting from the bottom.
I will however offer the following "service", in the case some bond holders would like to "stick it out" as long as possible :
Please indicate if you want to get your ISK back as soon as possible(ASAP), or if you prefer to hang on to them as long as possible (HANG) (getting as much interest as possible)
If everyone says ASAP (or everyone says HANG) the order of payback remains unchanged. If however, say, Mr Ratty says ASAP, and everyone else says HANG, then Mr ratty will be put at the bottom of the list above, and will be the first to have his bonds bought back (at the rate that the loan is paid of).
I hope the above is understandable.

As to your question : People are buying very very expensive BPO's - Simple as that really.
Most have a good part of the ISK already, but are missing those last ten's of billions to clinch a deal.

As an aside : From my experience with loantakers, it seem that the acceptable ROI timeframe is going up. Used to be around a year, or people would scuff at an item up for sale (at a price giving longer ROI time) Has slowly creeped into 1.5 years being an acceptable timeframe now. And even that is now starting to slide towards 2 years being acceptable (to some!)
My reason for mentioning this is simply that it means that larger and larger (ISK amount wise) trades are done. And it's really only very few who has (or cares to have!) that much liquid ISK laying around (doing nothing) - So they turn to services like the ones provided by BMBE : Getting a quick (very) high volume ISK injection to clinch a deal for a particular tasty BPO.
Currently we have what I would almost call a "reverse run" on the bank; loan interest/activity has been unusually high for the last couple of months.
Whether we've reached a zenit yet is impossible to say. The comming months will tell.
