He linked you to Central European Time (CET), but you asked for the "central standards" which might also have meant Central Standard Time (CST), which is a timezone in the US. If that's the case, you're not a step closer.

I guess the issue is that americans are addicted to (the flawed*) AM/PM system, while everyone else does understand a 24h clock.
*Why do i say flawed, lets look at this: 10 AM 11 AM 12 PM 1 PM 2 PM

3:40pm London time, so Central US would be about 9:30am. In the event of an emergency, my ego may be used as a floatation device.

The whole concept of Daylight Savings Time does not make any sense either.
Eliminate that, and understanding time zones becomes a lot easier for everyone. |

It's very very simple…
CST = GMT -6 (and CDT = GMT -5). If 24h-time ≥ 24 or < 00, then subtract or add 24 respectively. If 24h-time ≥ 13 or < 01, then PM, otherwise AM. If PM, then 12h-time = 24h-time - 12 (except for 00-times, which count as 24 for conversion purposes only)
Thus, 15.40 GMT = 09.40 CST = 9.40am
