Hi, I'm new (1.3 million skillpoints) and wondering what would be a good ship/setup to use for 0.4 PvP and pirating. It needs to be cheap and capable of killing other frigates at least. I don't yet have skills for a MWD. I've trained into both Caldari and Gallente frigs, I also have quite a few skillpoints in botb missles and gunnery (small hybrid turrets). I really don't mind whether the setup is a Caldari or Gallente ship or whether it uses turrets or launchers, just as long as it's cheap and can hold its own against other frigs. I don't have the skills for T2 stuff.

The Tristan can fit a mean DPS or Nos/nuet closerange PVP setup
Two Anode Light Ion Blasters and either Two Missile launchers or Nosferatu/capnuet
In mids, fit standard AB/scrambler/webifier, or, if you're okay with losing a few tristans, drop teh AB and fit a jammer. Those things are amazing.
in lows, small armor rep, probably gonna need a reaction control, and ur choice of whatever else u wanna fit int he third low, I recommend a nano or a power diagnostic or a cap power relay.
Keep your capacitor at 33% and you'll be at a decent PVP setup.
With the two missile launcher setup, your DPS will come the closest you can get to Rifter DPS.
With the nos/nuet fit, I have solo'd an osprey, many cormorants, some punishers, and a few other caldari cruisers that weren't so ready for fighting. The nosferatu really helps to maintain your tank, and bring your capacitor back up if you drop below 33%. Remember to orbit at 500-1000m to minimize or even eliminate damage done to you.
If you're up against other frigs, the nos/nuet fit will kill their cap in about 30-40 seconds, meaning you don't have to worry about DPS. Remember not to leave your neutralizer on because it drains your cap a good amount as well!

Incursus fit with the following should be dirt cheap and get you a few frigate kills:
3x light ion blaster I
1x 1mn afterburner I / 1mn microwarpdrive I 1x stasis webifier I 1x warp scrambler I
1x magnetic field stabilizer I 1x small armor repairer I / overdrive injector I / whatever fits
1x hobgoblin I scout drone

I can train Amarr/Minmatar ship skills as well if needed, it sounds like they are better choices?

I guess teh best known frigate to punch above it's weight in PVP is the rifter. Something liike this I guess but with T1 modules

Why 0.4? 0.3, 0.2, and 0.1 are no different than 0.4 other than the rats that spawn.
