This skill would be very simple:
Any can created by jetisoning cargo would be a temporary secure can. It would last no longer than any other jetisoned can, but during that limited time, it would be secure. It would hold up to 5000 cargo per point of skill. The skill would have no effect on cans created by ship distruction, and the skill could not be used by a ship at less than 100% hull and armor (so to prevent an enemy from capturing you cargo, you'd need to jetison before shields go down).
I've never suffered from ore thieves, but I've read of their existance on other parts of this forum. The funniest one was the fool who claimed that ore transfered to a mining can was being "thrown away" and was theirfore his to take.

now dont take this the wrong way (wich you are going to anyway) i am not a ore thief and dont like them any more then the rest of you
the jetisonned cans are TRASH they are being missused (yes i do it myself) the idear behind them was not thinked true from the devs point of view a ship with a 500 M3 hold can jetison a can with a 27500 M3 hold
Ore thieves are not really thieves as they are taking stuff that you have trashed (even if you where planning on picking it up later)
we already have secured containers ingame (yeah the size of them still suck) those can (and should) be used if you dont want wannerbe Pirates stealing your Ore or blasting your cans

If miners are parked at a belt dumping the ore they mine into a temporary can, only a lawyer could argue that taking ore from that can without the permission of those mining is not theft.
However, if the contents of the can are truely "trash" as some fools/lawyers insist on saying, then they should not care if the game is modified to prevent the contents from being taken without the permission of the can creator.
Thus, the argument that the contents of such can "have been thrown away" is pointless.
The argument that the method of temporary can used by miners was not intended in the initial design of the game is on firmer footing, but still is invalid in opposing this idea. This argument (if true) would be valid for supporting the complete elimination of such temporary mining cans, but is invalid in opposing a modification to such cans.
To make it clear why the argument is invalid: Temporary can use by miners is a SOLID part of the game now. Intented in design or not, it is part of the game. Wanted by CCP or not, it is part of the game. For CCP to ignore it would be the height of stupidity (although they may have higher priorities for action). ANYTHING that is part of the game is CCP's business. Thus, as such cans and their use are CCP's business, and CCP's business is to run a game that does not have people quiting in frustration, doing something eliminated "taking ore from mining cans without the permission of the miners" would be wise action.

this is already being taken care of, in the form of criminal flagging in shiva for anyone who takes anything from a can you jettisonned. that imo is all thats necessary. ore thieves will actually have to work for their money then.. a few drones can rip apart an indy =D. so fit a warp scrambler or 2, and wait for them to steal your ore, then sic the drones on em. most ore thieves are low skilled alts, so defense shouldnt be a big problem.
oh, and yes, ore thieves and canpoppers are the lowest form of scum, and should be strung up by their fingernails. My Idea Thread

Oh my
Much better than my idea
I was merely hoping to halt ore theives. Being able to shoot them is vastly better.
