So far CCP won't do anyhting as destroying any ships non-goons in Jita is not forbidden by the rules, and in CCP's view, if beating your neighbor's children is not forbidden by the rules, you can have it.

Of course, the "politically correct" answer would be to assemble scout fleets at the gates and blow every goon ship moving through, but then, we know that if such thing was a serious possibility, the goons would be going after something else to spoil.Their whole goal is that "carebears" will allow somebody to disrupt Jita and won't move a finger about it, and they are right.

But then, you know, if something is not forbidden by the rules, you can have your fun.

So my suggestion is: throw the ball back to CCP

Game mechanics are that, if sbdy. attacks a neutral in hisec, CONCORD will spawn and destroy the attacker.

Well then, if you are in Jita and sbdy. blows your ship and there is no CONCORD spawn, you can petition it.

Of course, we know that CONCORD spawns are limited and the Goons know how to disrupt CONCORD by diverting it chasing goons in asteroid belts while indies are slaughtered all across the system, but, do the rules forbid to petition CCP about CONCORD failing to spawn?

So, TLDR:

If you are blown in Jita and CONCORD doesn't spawns, petition it. Do it once for each ship you lose and CONCORD fails to spawn. Make so that every goon kill becomes a petition to CCP. If goons troll you, troll CCP back.
