Wow, it looks like NOONE got past the TLDR.
New TLDR version...
Best way to hit fast moving, close orbiting, high transversal frigates with BS lasers: Webbers, Target Painters, or Tracking mods... what gives me the most improved chance to hit?

As said, you want drones, not lasers for small targets however.
Edit: Re-reading your thread, for PvE, don't bother with neuts. You honestly want drones. You could try webs, target painters and tracking modules, but you are best off shooting the BS with your lasers and let your drones mop the battlefield for you. |

when im pve'ing in a gun based BS, I almost Always snipe out the frigs asap, while still at range. My PvE abaddon has 2x tracking comp 2's and a pair of webs in the mids. For many missions the frigs and other rats start quite far out (>50km) so sniping them is fairly easy, usually have my guns split into 2x4 gruops, beause so often 8 gun volleys on them is overkill.
Also I carry 5x warrioir 2's and 5x medium [damage type specific] med drones, as if the frigs get inside 10k, you can dualweb and the med drones can chew up frigs more easily.
That said, im not sure what %age of the speed you need to kill for med drones to hit for full/near full damage, but meh, its less hassle as the mids can be left out for crusiers and bs's too.

You can already fit 5 small turrets to most bs. 5 small turrets combined into one single module would be overpowered.
I don't remember a single BS that cannot use 5 light drones. Use them and learn to love them

Literally all it took in my phoon was mixing up the gun/drone types.
Instead of 4 cruise launchers and 4 med arty's, I went with 4 cruise, 2 1200 arty's, and 2 200 mm auto's.
Instead of fitting 5 heavy/sentry and 5 medium drones I now fit 4 med/sentry, 5 med, and 5 lights.
I know the fit would be different for amarr but the concept is the same. You have a hell of a tank, back it off a bit, throw some damage mods in those lows and throw a small gun with those massive lasers. PVE ONLY.
The frigs in lvl 4's generally melt just as easy as they do in lvl 1's, your guns are just bigger.
The 2 t2 200 mm autos i put on my phoon have made scramming frigates a non-issue now. They are dead almost instantly. |

That is kinda the point though - BS tank harder, hit harder, have a drone bay. Frigates get mobility, and ability to evade primary weapon.
So to answer the OP: Don't, use your support. |

Best for missions just to use light drones to take out frigates. Your guns aren't going to be buffed to combat them without significantly nerfing your tank or damage.

i'll give you a hint. you can do it in an apoc and megapulses. i dont know how, but it was done to me by a very experienced pirate. he shot from abot 50km away, a safespot. observe:

Depending on the range frig NPCs like to orbit (and your wallet size), smartbombs might also be one of the answers.
