In my article on Eve-Mag.com, I outlined a possible policy for how this would be instituted.
The Article
For those of you who are too lazy or otherwise don't want to click on it, here's the policy in short.
EVE will be mapped into red zones and green zones; red zones are areas not cleared for access by the residents(or sovereignty holders), while green zones are cleared for complete access.
The rules inside ôGreen Zonesö
* A journalist cannot be fired on by all agreeing parties
* A journalist may NOT fire on ANY other pilot unless first fired upon.
* A journalistÆs ship will be named ôReporterö or something to that effect.
* A journalist must be ôon assignmentö and working on a story. This is to prevent abuse of the system.
* A journalist will announce himself in local before entering.
* A journalistÆs biography will contain basic JI(Journalistic Immunity) guidelines OR he will provide a link in local.
* If a journalist is told to leave by sovereignty holders he or she will do so within a reasonable amount of time.
* A journalist may NOT rat or mine unless given explicit permission to do so.
* A journalist may ONLY publish intelligence(information provided by residents, not by local or eyesight) cleared by resident contact(CEO, director, or FC).
The reason for all of these rules is expressly so that the system will not be abused by the journalist, or in other words so just by being a member of some news network on off days, you canÆt just prance around other peopleÆs space.

Ok, just for the sake of pointing out some flaws in your idea I'll assume you're actually serious when writing this and that it's not a troll attempt. Would you care to clarify some things?

Major flaw in what you propose is: what are the alliances setting you to green get out of the deal? I like the idea, but generally reporter aren't the best liked persons out there. If there is nothing to gain for the alliances, why should they offer you a breach in their security? And it will be a breach, because you can bet, if you get access to major alliances, spies will be in your reporters, if you realize that, or not.
Then ask yourself, for what kind of stories do you really need to get to the territories of the alliances?
So better perhaps to start small (if you already got a few reporters willing to work with you). Why not ask some of the low sec residents and faction warfare teams, if they are willing to take in a reporter into their corp with minimal access, just enough to take them along on some of their ops. If you want to remain neutral, you can always tell your reporter to fit no offensiv weapons. That way you can perhaps get a few interesting stories, and build up a reputation, so that others might be more interested to work with you. I doubt trying to start big will work.

Forget cvops & recons, get a prowler - after the fight you can scoop (see what I did there?) several hundred million worth of abandoned T2 drones, which unsurprisingly do a roaring trade out of the npc stations in delve.
Oh yeah, and then you can just make some cobblers up about the fight. Doesn't matter who the residents of delve are in a couple of months time I will, erm I mean you, will be so rich those silly pulitzer thingies will fade into insignificance.

Why have green zones at all? Isn't the purpuse of being a true report, to report things that you see from an objective point of view? Getting permission to report only obscures the legitimacy of the report.
IMO if you want to be a true report get in a cov ops take the risk of going into said red zone. It won't be difficult to know where the actions are going on and when you get some credibility for writing some good stories then I am sure info will flow from alliance dip's giving you snippets etc.
Oh and I guarantee you announcing you are in local is only going to put a large bulls eye in your direction. I know I wouldnt resist whether its a green zone or not.

Best idea is to have a cov ops or two and follow the battle around. Just like real life, its all to easy to get spies in posing as journalists. And probelby like real life, its just too easy to blow them away in warzones, should they spot something you do not want them to see |
