To be quite accurate, the Thanatos can rep pos shields too. It just (like the Chimera) doesn't get a bonus to the strength of the reps. So only the Archon is unable to rep pos shields.

But they do so at the expense of tank -- a sacrifice that an armor tanker doesn't have to make. As for fittings, a MWD, T2 hardeners and a pair of LSEs does a number on your resources.

Actually, that's not a major difference. T2 modules are several orders of magnitude more expensive than their T1 equivalents. It's just that modules are much cheaper than rigs, so nobody ever uses true T1 meta 0 modules.
