you can't speak to an agent if you have less than -2 with the Faction and you can't get storyline if you are not the one starting the missions as far as I know.

I have been running "some" missions in empire and my pirates Factions standings are now below -5. There is no way I can grind them back to positive. -5 Blood / -5 Guristas / -5 Sansha means I can't even try to grind one of them to grind the others...
