Yes T2 XL weapons can use T2 ammo. T2 guns provide : - better tracking - less cap at cost of slight lower DPS. Funny thing is that you can buy CONCORD XL weapons cheaper than T2

This is correct, faction ships, T2 and T3 ships don't cover full payout. Insurance is already injecting a lot of ISK into the system, don't make it worst. Fly in ships you can afford to replace.

It is not above weight or ship price. OP just did basic mistake - landed near fighters in a T1 frigate and ignored them. I wonder if we would get similar issue if he would land near svipul and died because of this.
