Go for minmatar and stick to gunnery, projectiles are fine. The Tempest is one of the most versatile ships ingame and delivers great burst damage. Minmatar cruisers can take out battleships 1on1 with the right setup .. so yea, they are pretty good...

15 Tempests, 4 Scorps, 1 cov ops. Megathrons, Geddons or Apocs work too instead of Tempests, but the burst damage is just brutal on these ships.
