It's an increase for each lvl trained in caldari battleship skill, so for any module/ship/what ever 10% per lvl is exactly that ie. max of 50% increase at lvl V.

logistics and recon are considerd mandatory to be at V (though you need logi V for triage anyway if you plan on using carriers). E-war skills could be more rounded (ie. not just the ecm) and you lack gallente and amarr drone specs.
