I believe the big O said mobile refineries would be the capital ship for industrialists. However, as it cannot be used to harm pilots the low sec restriction shouldn't apply. I would hope a new ship would be brought out rather than a mod for a cap...

I think safety is the issue for carebares (obviousely) if they could be assured that rats and pirates won't bother them they would all move out. Perhaps a way of securing certain systems for miners could be implemented?
