small bug: rigs don't have skill requirements anymore, you can fit t2 rigs without having the skill at 5, pyfa however still checks for that requirement and displays a red book if the old requirements are not met.

punisher probably doesn't have enough mid slots for the job unless you have someone who web/scrams for you and you reduce your role to cap warfare only. Staying close to the target will be tricky otherwise.

is there something wrong with the bonus on the heretic? http://i.imgur.com/OROQ9an.png the fit above should have close to 200dps cold using faction missiles, about 50dps are missing which looks to me as if a bonus wouldn't be applied.
