You have to make an application on the devsite and add the scopes you need. https://developers.eveonline.com/blog The error is basically saying that the token you used isn't authorized to get wallet data.

Tested and working one. This will display the date of every entry with refTypeID of 37. If you get the N/A error it just means you do not have any refTypeID 37s in your journal. You would either have to up the rowCount variable or walk the journal...

Correct. I have one for the live version then another application for localhost development. Works quite well so you can just add/remove scopes and not affect the live version.
