Actualy I never thought about it, but it's true that when strip mining I never noticed any lag being in the middle of dozens of cargo containers, and having to defend the miners. If this is not the reason for this weird feature, then what is?

If this is really the reason, then it's a pretty silly way to deal with it, since it bothers a lot more players than pirates using an exploit. Strip mining was fun, and now it's become awkward.
