Oh, one other bit: Leave the existing POSes and modules alone, make the new modular POSes from complete scratch as a POH sort of thing, that way you don't have to replace all the existing functionality at once.

Port the permission code for Orca fleet holds to permission handling for POS modules. Allow tower anchoring anywhere not on-grid with another tower or permanent structure. Win round one. It isn't trivial, but it isn't *that* hard.
