They were probably updating themselves; occasionally the EVE Launcher can't restart itself after updating, which is probably why only one of them appeared.

Have you attempted to run eve.exe as administrator? We've seen some recurring tickets regarding locked files, that are cleared on either reboot or sometimes running in an elevated process.
