You could try a Myrmidon. You'd still have to do some cross-training, but not as much as you'd need for an Ishtar or a Domi. I did level 4's for 2 weeks or so in my passive myr, no problems. It wasn't very fast/effecient but it would get them done...

The only real change I'd like to see making shield/armor more even is to give shield a general passive resist mod and armor an active general resist mod. Mostly that's so shield compensation skills would have more of a use.
