Depends on your sec rating I guess... If you're not moving any cargo but yourself I'll wager a shuttle being your best, and safest, bet (ship *pop* has like zero value). That's for AFK-moving, so auto-pilot. For active moving I'd go for any ship...

Hulk has MUCH more cargohold (twice actually). If you have a mining gang a Covvy can hold it's ground. But if you're solo you will be much better off using a Hulk, especially if you want to avoid can flippers. 17k cargohold will in most scenarios...
