Some people take this way too seriously. They are no more scum than the enemy in a multiplayer battle of your generic FPS. Because EVE is a game, one where killing your enemy (which may be everyone) is the intended goal.

Do you mean skills that Caldari ships use, or the skills for mods that are favored by Caldari ships? Anyway doesn't matter. They have some good ships for whatever you want to do, and missiles and shields work just fine.

I can say I haven't ever heard of an issue with the map other than one patch made it super slow. But that was fixed. Have you filed a petition? If not do so, CCP may know more and that is the best way to get in contact with a GM.
