Naj, the problem is, it only costs a billion ISK to make another alliance. Then you just get Goons 2.0, Goons 3.0, and Goons 4.0, each holding 5-10 systems. Over time, the alliances pay for themselves. A design so easily exploited is a bad design....

I'm hoping that the CSM was pushing for Valkyrie to be a part of the Tranquility server, whether or not that's CCP's initial plan. CCP announcements didn't say anything so far in that regard.

I greatly support "use it or lose it", but it shouldn't necessarily be PvE only to hold it. Any sort of activity in a system should contribute towards your ability to hold it.
