WAITAMINUTE. What if... Scan Res scripts + ECM drones? Gimp your dps, but 4 Vespa EC-600's should have around a ~30%-40% jam chance on a Cruiser I think, and every time your target gets jammed he has to wait 30 seconds before he can lock you again...
