Highsec = London Lowsec = Mogadishu Nullsec = Pyongyang So, yes, I reckon lowsec is more dangerous and worthy of some reward buffing.

I bought 3 copies of the Minmatar Frigate skill book. I was already specced to L1, so the first book would train me to L2 and then thought it got "used up", so I needed the the second book to get to L3 and then use the third to train up to L4.
