The Amarr Prorator does look nice because it can fit a cruiser without T2 rigs or a level 5 skill. Are all the ships pretty comparable except for cargo capacity? I see the Prowler has an extra high slot.

I find anti-em rigs are much more useful on ships without as many midslots as the Drake (i.e., smaller ships). They're great on cruiser hulls. As earlier poster said, if you're going to fit 2xInvuln then 3xCDFE is best.
