It does work, but keep in mind two things: 1. The info sheet truncate decimals. So, if you load fusion into your 250mm you get 6km optimal without sharpshooting, 6.3 @lvl 1, 6.6 at lvl 2 and 6.9 lvl 3. All of those will list as 6km in your info ...

Or, you could look at it from a different angle. The real benefit of cybernetics 5 are the +5% and mindlink implants, getting it early just means you'll learn a tiny bit faster as a side-effect ;)

I believe the general consensus is that they do atack by adding, so yes, both at lvl4 would give a flat +40% to lp gained. Kind of strange that these skills are the only ones not stacking by multiplication, but they're still almost as good.
