There are fours way that come to mind initially; server and client side, XSLT and manual. I am not up to speed on the PHP options though. The client side options have more issues as to browser-specific XSLT behavior, but would be the least effort....

I believed you missed the step to round to an integer number of waste. For example, perfect ME is not to get waste to zero but to get the waste to .4999 which rounds to zero units. For millions of trit for a battleship, the unrounded works well...

Your example of converting to an OO format seems like a bit of work. A less elegant but easier approach would be to use XSLT to make a CSV list and then import that into OO.
