Sounds like you got vertical sync on. It limits the frame rate to the same as the updating speed of you monitor to avoid tearing. It can either be set in your graphics card drivers options or in eve if you have added advancedDevice=1 to your prefs...

It's also a matter of scale, your raven have a mass of 110.000.000 kg while the space shuttle only weigh 2.000.000 kg including fuel and launch rockets (100.000 for just the shuttle). Even the simple shuttles in eve weight almost as much as that ...

Not using much cpu? Guess that's why it always uses 100% cpu and that upgrading from a 2800+ to a 3800+ with no other changes to comp resulted in a significant fps increase.

Have a fast cpu and multiple screens help :) I would set the buffersize no larger than half your ram. If you allow each eve client to use more ram than half ram it will have to swap when you switch client.
