Neuts shut everything down not just hardeners. Resist warfare is more targeted so it is inherently less powerful and easier to balance compared to neuts.

Sounds great. Extend the repair time of drones to prevent exploits mentioned above and everything is golden. Certainly no fighting drones and repairing the spares at the same time. Turret users can't do that, so it would create an unfair advantage.
