Nope, if your player corp forbids piracy and that's what you want to do, either don't pirate, or tell the corp that they're not the right choice for you and find a corp that teaches newbies and is a little less strict with target policies . Work...

It's doable to engage the faction police, and response times seem to be pretty random, occaisionally you'll get through in a cruiser, occaisionally you'll get caught in a shuttle. ----------------------------------------------
