I had trouble with the launcher yesterday too. Shutting it down and re-opening it about 4 times, it did the download and install and launched the client fine.

I struggled with Blockage Level 3 for a good while. Eventually killed it by getting out at long range and kiting with a Rupture. A pretty cheap F-90 Positional Signature Amplifier enabled the kiting.
