The only illegal part was bumping you off station. Anywhere except station and gates are viable to attack people at. So planets, pocos, moons, poses, safespots, sun and so on are all valid engagement locations.

On my PvE Ishtar I use a cap battery to stay stable where a cap recharger wouldn't work. For PvP the neut/nos bonuses are actually pretty neat to have as most neut and nos ships are never prepared to deal with a ship that has them.

The description is a bit misleading as your mass is never lowered when fitting them really. I'd recommend just using a fitting program like EFT or pyfa or something to see how fitting the module will affect your ships stats.
