A domi can run a respectable remote tank with just 5x heavy rep drones, leaving a majority of its highs (maybe one or two for remote armor/shield) for salvaging. Another bonus to rep drones is that they dont use cap, they arent limited by range......

Defenders take a number of hits to kill a torp... But I dont know about smarties. sometime, you used to be able to use smarties, but now, the missile spends... about a second in smartbomb range.

Considering that all you need to do to be 'eyes and ears' in a system is to watch local, a simple frigate with a prototype cloak works fine. However, find a nice ship that says it gets a bonus to Covert Ops cloaking device, and train for that ship...
