You need AWU 3 to fit it besides all the requisite skills of course. Orbit around 18km to stay in scram range. If it is a BS, you might have to move in and out of 20km to break the lock but re-scram before he warps off.

Lets not forget the Nighthawk!!! I'd say both those ships are in need of 150-200 more grid and 50 more CPU to be able to get a gang mod or MWD Although I think the nighthawk is easier to get a solid active or passive tank.

I would kill to have nighthawks at 100 million. I'd be much more inclined to bring it in for pvp. Although I'm sure I'd see more command ships in low sec if there weren't enough already.
