The only high-slot drone mod is a +20km range one, and once you have a decent ammount of drone skill (scout drones V (45km) + maybe ECM drone op 3-4 (+9-12km) the extra range isnt needed at all. I never see a need to fit one myself.

I think that its more because a bonus gets wasted on a ship over the downsides/upsides of the cap size (lets face it almost all blasterboats use cap boosters and dont need lrg cap). I would be just as happy if all dedicated BB's got 25% cap boost ...

Tis true caldari get 3 very different choices, amarr get none really all theres are the same, gall now have two almost identical (depends on how the ships stats pan out i guess) and minmatar are relatively different as far as i can tell.
