You need scan probes to actually get a warp in point to ships and drones. The ship scanner is just to give you an indication if someone is in a belt or similar.

If you only go for a single race ships it doesn't matter at all what that race is vs your character race. I have a Caldari char that fly Amarr/Gallente, a Gallente char that fly Caldari and a Minmatar that fly all races.
