To open to abuse really. imagine a Gallente boat with 8 lows, 6 meds and 1 high and a drone bonus. Or an Amarr boat with 7 highs 3 meds and 5 lows with the Damage and Resist Bonuses. Versatility is one thing, but Min Maxing is what happens.
