Are you planning on going into non-blue areas? In that case you need an alt scout in a covops anyway, in my opinion. Ishtar + Covops, is a good combo.

I'll bet many people wish that they did. :D But they don't. The indexes don't change anything except what upgrades you can install. Each upgrade in turn does exactly what it says in the description, there are no surprises.

There are no spawn rates. It doesn't work like that. It is random. When a wormhole despawns in system X, it respawns in system Y. Same goes for other cosmic signatures and anomalies. Military upgrade anomalies are basically the same also, except...

The most difficult to find sites (0.0) are only scanable with a rigged faction fittet covops. In high and low-sec all sites can be found even with a non bonused ship.
