Possibly the best idea so far. At the moment the anti-PvP lobby can just stay in high-sec space and mine massive, that and Lvl 4 missions are killing financial reasons to goto 0.0 Reward/risk touted by PvP doesn't stand at the mo, Risk for isk? ...
