I don't know 100% but the usual way these things work is to multiply together to give diminishing returns. This is what happens to most modules within EVE so that's why my educated guess is to say that painters and skills would multiply too!

Depends what you feel is your route in EVE life. If you want to be a mission runner maybe with a bit of PVP, then train your gun skills and get the cruiser. If you want to be an industrial miner type person, then train for the retriever and besto...
