You aren't inheriting the reputation of the player, you're inheriting the reputation of the character. The character has been constant since its creation, and while the puppeteer has changed, the character and their reputation remain inseparable.

I'm fairly certain that, while CCP endorses scamming as an in-game profession, they have stated that scamming the PLEX market will not be tolerated. If you have been scammed out of PLEX you should consider filing a petition.
