I agree it is worth it if you spend a lot of time using ACs. It is kind of obvious, if your guns have a huge falloff then the extra % will be worthwhile, if not then not. Let My People Go

For L3s you want heavy missile skills for sure. Keep in mind, though, that you might want to grind standings for another NPC corp later on, so you might go back to doing L2s at some point. Let My People Go
