It depends on how you define payoff. I took the adv5 skills to lvl 5 and I payoff was less then 60days in after 60days I had more useful skill points then if I keep it at adv4. You have to factor in how many new skills are going to come out this y...

You can pertty much tank for as long as you need as long as the damage you are recharging is more then you are taking. I donÆt use booster as they drain cap and when you cap goes your boosters stop. But I use a passive shield setup loads of module...
