Hm, target painter, especially when 2 fitted, takes down frigs with Heavy Missiles, especially Assault Heavy Missiles, pretty easy (I don't know what I would do without target painters). So just train missiles and see for your self :)

Not bad idea. It shouldn't clame sov, shouldn't interfere because of it's nature - it's covered :) It cloaks what is under the shield and you CAN move around UNDER the shield. And mostly cloak shouldn't drop untill you need to drop shield.
