no, but there should be tier 3 faction BS's. Actually, there should be factions ships for all ships of a class, but all should not be released, and only available through the factional warfare system, where it belongs.

I still don't see the big deal with the Drake. It's about on par with a Brutix. As for the Mym, is's not designed to be EITHER guns OR Drones. It's desiged to be BOTH guns AND drones. It basically is a BC with 11 turrets

well, as CCp said going in, all T1 ships were going to get a 50% HP bonus, and all Tech 2 ships were going to get a 25% Ho bonus. The only exceptions to this were Destroers and BC's, which were given more of a boost, becuse they needed it to fit ...

well, i've said this before, Corps that own an Outpost should be able to hire a Agent to give out missions for their region, but it would be a pain to code (would have to assign mission "zones" to each 0.0 system.)
