I would train the hell out of Armada Command V. Yes. Perhaps call it Megafleet Management. Might want to disallow boosts from that position, though. That much of a benefit to that many ships' stats is kind of OP.

I think a bounty is satisfied upon a kill, regardless of who caused it. Do some research before authorizing the payout, if you're using a third party, to make sure it wasn't just alts.
