good answer : they're like big shuttles which can't access their cargo hold ANYWHERE but stations. Hence why its a good idea to build an outpost in a 0.0 system where you filled all the moons with POS'es.

Well the Stealth bomber is completely useless now : cruise missles don't hit jack anymore and you can't launch and cloak anymore cause the missles will lose lock aswell.

you can't turn it on? thats weird : ok first off all make sure it's online. Second : don't be near clouds,stations,... (<2000m) Best is warp to a moon or planet , nothing there to block your cloak to make sure it works.
