The idea has a few thoughts behind it: 1) The bane of eve is the stabbed sniper on a gate. Its almost impossible to stop these guys; you can drive them off but they just wait and come back. 2) Stabs cause fleet battles to be more of a 15 ships ...

I wouldnt be opposed to the redistrubution so long as the other races only get ammo within their damage types AND their ships only support bonuses to those types. Currently loosing 25% damage bonus just to use an EMP rocket is a tad harsh.
