Personally I'd change it to something similar to SWG's bounty hunting system: Remove the ability for anyone but the person who placed the bounty to see the name of the person he's bountied, and let the bounty poster establish how much of the paym...

CCP are already working on a replacement for the lore part of EVElopedia. The biggest issue is that EVElopedia was taken down before the replacement could be made. Mechanics details will remain a third party thing though.
