You need a map ;) In-game, you can use the station services filter (select cloning) to find nearby stations, but you'll need to show-info on the stations to see which ones are player controlled vs. NPC.

You could of course take another approach, which is to find a ship which has similar characteristics to the one you need and use other modules and rigs to modify it. However I can't imagine you'd get near the capacity of an industrial with another...

AFAIK, there shouldn't be a currency conversion charge, as the charge should be in USD directly to the card. Petitioning CCP billing and talking to your CC card were the right approach.
